Disposal of Surplus Small Arms:
A survey of policies and practices in OSCE countries
This report reviews policies and practices for dealing with stockpiles and surpluses in ten participating states of the Organisation for Security and Co-operation in Europe (OSCE): Belarus, Bulgaria, Germany, Norway, Poland, Romania, Russia, Switzerland, the United Kingdom and the United States of America. This focus was chosen because the OSCE in 2000 adopted a far-reaching document on the control of small arms and light weapons, which deals in unusual detail with the issue of surplus stocks and their disposal. It is hoped that the information, analyses and recommendations in this report will benefit the OSCE and its participating states in their effort to curb the proliferation and misuse of small arms.
Disposal of Surplus Small Arms is the first study to make a detailed comparison of the way in which states dispose of their surplus stocks of small arms and light weapons.
