Videos on issues relevant of BWC Review Conference Process by the Bradford Project on Strengthening the Biological and Toxin Weapons Convention (BTWC). These videos provide a history of the BWC and discuss some of the issues and occurrences of the Review Conference process. This also look at potential strategies that might be adopted by governments and NGOs prior to the resumption of this process in November 2002.

This report considers the acrimonious Fifth Review Conference of the BWC, focusing specifically upon the various viewpoints and issues of concern expressed by member states and NGOs involved in the meeting. Biotechnology and the Biological Weapons Convention

Biological Weapons and Genetic Technologies by Genewatch. This briefing series outlines three ways in which advances in the study of genetics can influence the development of biological weapons. The series also addresses the need for a strengthened BWC and verification regime to ensure that biological agents and genetic advances are not misused. September 2000 - August 2002.

Non-Lethal Weapons Research in the US: Genetically Engineered Anti-Material Weapons - The Sunshine Project. This paper discusses the potential use of genetic engineering to create new biological weapons. The report also emphasizes the potential danger of anti-materiel agents and the need to address this threat when the Fifth Review Conference Reconvenes. March 2002.

Bioterrorism Preparedness

Shining Light on "Dark Winter" by Tara O'Toole, Michael Mair, and Thomas V. Inglesby. This is a report upon an exercise that simulated a smallpox attack on the United Stats. This report examines the potential problems that such a contagious biological attack could pose for decision makers. February 2002.

The United States Public Health Security and Bioterrorism Preparedness and Response Act of 2002 This is the full text of a new US Act passed to defend against bioterrorism. Important aspects of the Act include developing a national strategy for emergency preparedness and tracking possession, transfer and use of dangerous biological agents in the United States. The Act also emphasizes the need to inspect imported food and ensure the safety of drinking water. May 2002.

National Preparedness for Bioterrorism and Other Public Health Emergencies by the Democratic staff of the Committee on Energy and Commerce. This is a summary of the United States Public Health Security and Bioterrorism Preparedness and Response Act of 2002 that highlights some of the key elements of this new act.

Programme of Cooperation on Preparedness and Response to Biological and Chemical Attacks by the Health and Consumer Protection Directorate-General of the Commission of the European Communities. This document outlines the aims, objectives and actions to be carried out in a programme aimed at bolstering preparedness for biological and chemical attacks across the European Union. December 2001.

Non-proliferation

G8 Global Partnership Against WMD Proliferation. This document outlines the commitment of the members of the G8 to combat Weapons of Mass Destruction (WMD) proliferation. This initiative focuses on fighting the spread of materials of mass destruction, including biological agents, in light of the potential terrorist threat to security. They have agreed to spend up to $20,000 million over the next 10 years to help Russia initially, and then other nations, dismantle their stockpiles of weapons of mass destruction. June 2002.
