1. Transparency in fissile material for nuclear weapons
Bearing in mind the need to prevent disclosure of sensitive information in relation to the provisions of the NPT, appropriate measures could be considered that would promote the transparency In fissile materials for nuclear weapons or other nuclear explosive devices, with a view to enhancing the irreversibility of nuclear disarmament. As a first step towards that objective, measures should be pursued that would enhance the transparency in surplus fissile material for nuclear weapons and other nuclear explosive devices in parallel wit a fissile material cut-off treaty.
2. START
Efforts should be made for the early commencement, upon entry into force of the START fl agreement, and the early conclusion of negotiations for the START III agreement.
3. Nuclear disarmament by the other nuclear weapons States
In conjunction with the START process, the other nuclear weapon States should commit themselves, at very least, to not increasing their existuig nuclear arsenals and to further intensifying their current efforts in reducing them.
4. Non-strategic (tactical) nuclear weapons
The nuclear weapon States are invited to consider possible measures to increase transparency of their non-strategic (tactical) nuclear weapons.
