Dear Distinguished Delegate:

Attached is a preliminary working paper for the 1998 NPT PrepCom*, drafted by members of the PENN network. It is meant to serve as helpful input for your deliberations on the final text.

This paper is intended to condense the concepts and texts already presented at this PrepCom, in an effort to avoid repetition of ideas. It was our aim to assist delegations by giving direction and focus to their deliberations. However, we encourage delegations to also consider taking action at this session on specific and urgent issues as appropriate.

This text was based primarily on the working papers submitted by the members of the Non-Aligned Movement (NAM) and the delegation of Canada. However, care was taken to include a broad range of other ideas and proposals from both the General Debate and the Clusters. Ideas of some members of the PENN network are reflected as well, but an attempt was made to pragmatically blend the various viewpoints.

We submit this document created for your consideration. We welcome any input or comments on the contents, and would be happy to discuss or clarify the points contained in the text. Thank you for your consideration and the best of luck in your task ahead.

Draft Working Paper

PENN, Project on European Nuclear Non-proliferation, is a network of research non-governmental organizations working on nuclear non-proliferation and related issues. PENN organizations monitor official discussions about the future of nuclear weapons and attempt to make them more transparent. The group publishes analyses of and commentaries on these developments.
