Statement to introduce Working Paper of NAM  in

the meeting of the NPT Preparatory Committee Review

Conference



Mr. Chairman,

Countries parties to the NPT Committee for the 2000 NPT



It is privilege for the delegation of Indonesia to introduce a

working paper containing the preliminary views of the Movement

which are parties to the NPT  concerns the NPT Review

Conference of the year 2000 and its Preparatory Committee

meetings.



That conference has rightly been called an historic c commitment

to non-proliferation and disarmament. It was recognized existing

legal obligations would not suffice without at the same I

opportunity to strengthen global recognized that merely

reaffirming . me formulating new approaches for their full and

effective implementation. These arc reflected in the decisions

reached and the resolution adopted in 1995. Taken together, they

constitute an integral and inter-linked  undertaking at must at all

times be recognized.



Members of the Non-Aligned Movement are conscious of the

reality that the Treaty is a key international instrument in stemming

both vertical and horizontal proliferation. fleece? emphasizing one

while marginalizing the other is unlikely to enhance the credibility

important to strike a harmonious balance between the  obligations

and non-nuclear countries.



The specific objectives that we seek in the context of fulfilling

Parties are the following: credibility of the Treaty. It is  equally and

responsibilities of the  nuclear fulfilling the commitments of the 

States



*  The universality of the Treaty which has become more important

for the effective implementation of its provisions;



*  The commencement of negotiations leading to the conclusion of

a legally binding international instrument on negative security

assurances to the non-nuclear states against the threat or use of

nuclear weapons;



*  An agreement to ban the production of all weapons usable fissile

material which should be non-discriminatory, effectively verifiable

and universally applicable;



* The priority question of elimination of nuclear arsenals which is

to be pursued through the establishment of an ad hoc committee

should the into account the Proposal for a Program of Action for

the Elimination of Nuclear Weapons submitted by the 28 members

of that Conference as well as other proposals; 



* The establishment of nuclear weapons free basis of agreements

freely arrived at among the state of where they do not now exist on

the - - agreements freely arrived at among the states of regions

concerned which will further bolster the non- proliferation regime;



*  Unimpeded and non-discriminatory access to nuclear materials

and technology for peaceful purposes on an assured and long-term

basis.



Two members of the NAM have explained the interpretation they

assign to the words "within a specified framework of time" used in

the NAM Working Paper, in reference to nuclear disarmament.

Nuclear disarmament and non-proliferation remain high priorities

to these countries: they have sought to engage the Nuclear

Weapons States in order to reach agreement on the practical steps

and negotiations required to adopt a programme of systematic and

progressive steps to totally eliminate nuclear weapons in the

shortest time possible.



The Non-Aligned countries parties to the NPT are conscious that

with the exception of one country, all states in the Middle East

region are parties to the NPT. It is therefore essential to call upon

this country to accede to the Treaty without undue delay and to

place its nuclear facilities under full-scope safeguards of the IAEA.



In the context of the foregoing, it is the expectation of the countries

belonging to this group of countries that participants in the

Preparatory Committee meetings will endeavor to elaborate rolling

texts for consideration by the upcoming second and third

Preparatory Committee and the Review Conference as a basis for a

final document.  



The paper that we submit also touches on "d provides guidelines

on organizational matte=. On substantive matters, it calls for

discussions so be conducted in a structured, coherent and focused

manner. Finally the paper invite the participation of observer states

as well as non- governmental organizations.



It is the expectation of the Non-Aligned countries which are parties

to the NPT that their proposals will receive due consideration in

advancing our common endeavors of furthering strengthening the

NPT.
