Maxwell Downman, Nuclear Policy Analyst


Maxwell Downman is an analyst for BASIC, responsible for our programme on transatlantic relations and our parliamentary work. He is also the Clerk for the All Party Parliamentary Group on Global Security and Non-Proliferation. Before joining BASIC, Maxwell worked for a number of years in the House of Lords and holds two masters degrees in International Studies and Diplomacy and Japanese Studies from SOAS and Edinburgh University retrospectively. He holds research interests in the US nuclear weapons programme, the role of US nuclear weapons in alliance dynamics in Europe and Asia, and the concept of responsibility in multilateral disarmament diplomacy.
