NATO's Open Door and Enlargement Policies

NATO plans on creating a document at the summit to address its "open door policy" regarding enlargement. In other words, how far should enlargement continue? And how can PfP and the EAPC be adapted and included to signal NATO's role in the projection of freedom and democracy as well as security and stability on the continent?
