Russian Defense Chief Outlines Military Implications of NATO Eastward Expansion

March 4, 1999 - The imminent enlargement of NATO will increase ground forces in Europe by 12 divisions, personnel by 15%, tanks by 22%, warplanes by 15%, and naval forces by 10%-15%, First Deputy Chief of the Russian General Staff, Colonel General Valeri Manilov, told a parliamentary hearing on threats to Russia.

Tactical aviation will acquire strategic importance, Manilov said, because NATO tactical aircraft taking off from Poland will be able to reach St. Petersburg, Murmansk, Kursk, Smolensk and Voronezh. Manilov also said that Moscow had failed to include a provision in the Russia-NATO Founding Act committing NATO not to deploy nuclear weapons in new NATO countries.
