European Export Regulations

On July 6, 1998, the defence ministers of France, Germany, Italy, Spain, Sweden and the United Kingdom signed a Letter of Intent (LOI), which aimed to set a framework for discussions on the restructuring of the European defense industry. Following two years of negotiations, over such issues as security of classified information and protection of commercially sensitive information, the Parties reached agreement in May 2000. The Framework Agreement was finally signed by all six Parties on July 27, 2000.

The Framework Agreement has been designed to assist in the harmonization of the European defense industry and advance it development into a global competitor. The most significant changes will be a simplification of export control procedures on all joint venture products and new procedures for determining export destinations.

While implementation of this new agreement may offer European countries a valuable opportunity to consolidate their defense industries and coordinate armament policies, as well as increasing transatlantic cooperation, there also exists the danger of erosion of European export controls.
